Both shoulders must be level and visible in the lower third of the frame. The head must remain completely straight without tilting toward either shoulder, and eyes must look directly into the camera axis.

Beyond simple head height, international civil aviation standards (ICAO Doc 9303 Part 3) define an exact vertical corridor where the applicant’s eye line must fall. For a standard 45 mm passport photo, the horizontal eye line must sit between 28 mm and 35 mm from the bottom edge of the image. For a 2x2 inch (51 mm) photo, eyes must sit between 1 1/8 inches and 1 3/8 inches (28 to 35 mm) from the bottom margin.

A frequent cause of cropping rejection is head or shoulder tilt. Both clavicles and the tops of both shoulders must be clearly visible and level within the frame. If an applicant leans toward one side or turns their neck by more than 5 degrees, automated perspective correction becomes impossible. Cropping too tightly against the crown of the head or voluminous hair is a common DIY mistake. Consulates require an empty buffer margin between the topmost strand of hair (or highest point of a turban/hijab) and the upper edge of the photo—typically 8% to 12% of total frame height (3 mm to 5 mm). Cutting through hair volume triggers immediate consular rejection.
